Withholding Registration
Employers are required to have an active withholding tax account number to file electronically with the Iowa Department of Revenue (IDOR). IDOR refers to this tax as the withholding permit.
Paychex must be authorized as the Third-Party Administrator (TPA) on the account to file quarterly returns and/or wage reports, remit payments, and adjust returns and payments on your behalf.
Register a new business
- Visit the GovConnectIowa site:
- Select Create a Logon to create a new online account.
- Select Register a New Business.
- Complete the registration.
- A letter containing your Iowa Withholding Permit ID number will be available electronically as early as one business day after the registration is complete.
- Allow up to six (6) weeks to receive the physical letter in the mail.
- IA Withholding Permit Account Numbers can be in one of the following formats:
- XXXXXXXXX (9 Digits) or
- XX-XXXXXX (12 Digits)
- Enter your new account numbers in Paychex Flex to ensure your account is updated and email your registration confirmation document to your Paychex Service Professional.
- Refer to the Designating Paychex as Your Third-Party Administrator (TPA) section for instructions for assigning Paychex as the TPA for your account to submit quarterly returns and payments on your behalf.
Designating Paychex as Your Third-Party Administrator (TPA)
- Complete the Power of Attorney (POA) form.
- Email your POA form along with your registration confirmation document to your Paychex Service Professional.
Finding an Existing ID
If you have an Iowa state withholding ID but aren’t sure what it is, you should be able to find it on:
- The GovConnectIowa site:
- Log in.
- Under the Accounts, search for the Withhold Tax Account.
- Locate the Tax ID right above the Balance.
- Any correspondence from the Iowa Department of Labor.

State Unemployment Insurance (SUI) Registration
Employers are required to have an active state unemployment insurance (SUI) account number to file electronically with the Iowa Workforce Development (WD). This can also be referred to as the employer account numbers (EAN).
Paychex must be authorized as the Third-Party Administrator (TPA) on the account to file quarterly returns and/or wage reports, remit payments, and adjust returns and payments on your behalf.
Register a new business
- Visit the myIowaUI site and select Create ID.
- Complete the registration.
- Once the registration is complete, you'll receive a confirmation page. Take a screenshot of this screen.
- SUI Tax Account Number Format: 00XXXXXX (two zeros and 6 digits)
- Enter your new account numbers in Paychex Flex to ensure your account is updated and email your registration confirmation document to your Paychex Service Professional.
- Refer to the Designating Paychex as Your Third-Party Administrator (TPA) section for instructions for assigning Paychex as the TPA for your account to submit quarterly returns and payments on your behalf.
Designating Paychex as Your Third-Party Administrator (TPA)
- Go to myIowaUI and login.
- Select Create ID if you do not have an online account.
- On the left side of the screen find My Quick Links.
- Under My Quick Links, select Assign Agent.
- Enter the Agent ID for Paychex, R2378840, then select Next.
- On the next screen, enter the Start Date, if wanted, or leave it as today’s date.
- Leave the End Date blank.
- On the next screen select Power of Attorney.
- Select the following Roles:
- Manage Payments
- Submit/Change Wage Detail
- View Correspondence
- View Transaction History
- Then select Complete.
- Take a screenshot of the Confirmation screen and email it to your Paychex Service Professional.
