State Tax ID Registration

Withholding Registration

All Taxpay® clients are required to have an active North Dakota Withholding Tax account number to file electronically with the North Dakota Office of State Tax Commissioner.

Paychex must also be authorized as the Third-Party Administrator (TPA) on the account for filing quarterly returns, remitting payments as well as making any adjustments to returns and payments on your behalf.

Register a New Business

  1. Visit the NDTAP site and select Sign Up For Access in the upper right corner.
  2. Under the Sales & Use or Withholding Application tile, click Continue to Electronic Application.
  3. Complete the steps for the registration.
  4. Log in to NDTAP and retrieve the Tax Account ID from the Withholding account details.
    • ND Withholding Account Number format: XXXXXXXXX XX (11 Digits)
  5. See the Designating Paychex as Your Third-Party Administrator (TPA) section for instructions for assigning Paychex as the TPA for your account to submit quarterly returns and payments on your behalf.
  6. Enter your new account number in your Paychex Flex® account and email your Withholding Account Number and Power of Attorney (POA) form to your Paychex Service Professional.
    • Refer to Updating Tax IDs for instructions on how to update the information in the application.

Designating Paychex as Your Third-Party Administrator (TPA)

  1. Complete the Power of Attorney (POA) form.
  2. Email a copy of the Withholding Account Number and POA form to your Paychex Service Professional.

Finding an Existing ID

If you have a North Dakota withholding ID but aren’t sure what it is, you should be able to find it on:

  1. Any correspondence from the ND Office of State Tax Commissioner.
  2. Previously filed returns.

State Unemployment Insurance (SUI) Registration

All Taxpay® clients are required to have an active North Dakota Unemployment Insurance account number to file electronically with the North Dakota Job Service. This can also be referred to as the UI Tax Account Number.

Paychex must also be authorized as the Third-Party Administrator (TPA) on the account for filing quarterly returns, remitting payments as well as making any adjustments to returns and payments on your behalf.

Register a New Business

  1. Visit North Dakota’s Job Service site and click on UI EASY Login.
  2. Select Create Account and follow the steps for creating a new UI EASY account.
  3. Sign in to your new UI EASY account and click on the Start Registration link.
  4. Complete the steps for registering for an UI account.
  5. Check your email for instructions on how to activate your NCSUITS account.
  6. Follow the steps to retrieve your ID number.
  7. The UI Tax account ID should be available immediately after completing the registration.
    • ND SUI Account Number can be in one of the following formats:
      • XXXXXXX (7 Digits)
  8. Enter your new account number in your Paychex Flex® account and email the screenshots of your SUI Tax ID.
    • Refer to Updating Tax IDs for instructions on how to update the information in the application.

Finding an Existing ID

If you have a North Dakota SUI ID but aren’t sure what it is, you should be able to find it on:

  1. UI EASY Account
  2. Any correspondence from the North Dakota Job Service.
  3. Previously filed returns.
