Withholding Registration
All employers are required to have an active withholding tax account number to file electronically with the Maine Revenue Services (MRS).
Paychex must also be authorized as the Third-Party Administrator (TPA) on the account for filing quarterly returns and/or wage reports, remitting payments, as well as making any adjustments to returns and payments on your behalf.
Register a New Business
- Visit the Maine Tax Portal (MTP) site.
- Under the Businesses section, select the Register a New Business.
- Complete the registration.
- The new tax account IDs will be emailed to you within two (2) business days.
- Withholding Tax Account ID format: XXXXXXXX (8 Digits)
- Enter your new account numbers in Paychex Flex to ensure your account is updated and email your registration confirmation document to your Paychex Service Professional.
- Refer to the Designating Paychex as Your Third-Party Administrator (TPA) section for instructions for assigning Paychex as the TPA for your account to submit quarterly returns and payments on your behalf.
Designating Paychex as Your Third-Party Administrator (TPA)
- Complete the Power of Attorney (POA) form.
- Submit the Power of Attorney (POA) form on the Maine Tax Portal.
- Refer to the Submitting a Power of Attorney video for assistance.
- Paychex’s information that’s required for this process can be found on the POA in Step 1.
- Email your registration confirmation document and POA form to your Paychex Service Professional.
Finding an Existing ID
- On the Certificate of Registration found on the Maine Tax Portal (MTP) site.
- Login and select View more account options.
- In the Letters and Messages panel, click View Account Letters.
- Locate your Certificate of Registration for the Withholding tax account.
- On any correspondence from IDOR.
- Previously filed tax return.
The Withholding Tax Account ID can be in one of the following formats:
- XXXX - XXXX (8 Digits) or
- XXXXXXXXX (9 Digits)
SUI Tax Account ID format: XXX XXXX (7 Digits)

State Unemployment Insurance (SUI) Registration
All employers are required to have an active Maine State Unemployment Insurance (SUI) account number to file electronically with the Maine Department of Labor (MDOL). This can also be referred to as the Employer Account Number (EAN).

Register a New Business
- Visit the ReEmployME site and select Register a new business.
- Complete the registration.
- You will receive your registration confirmation documents by mail containing the new Employer Account Number (EAN).
- SUI Tax Account Number Format: XXXXXXXXXX (10 digits)

Paid Family Medical Leave (PFML) Registration
All employers are required to have an active Maine Paid Family and Medical Leave (PFML) Insurance account number to file electronically with the Maine Department of Labor (MDOL).
Register a new business
- Visit the Maine Paid Leave Contributions Portal.
- Under the Employer Registration tile, select the Register as Business or Self-Employed Individual link.
- Complete the registration.
- After completing the registration process, return to the Maine Paid Leave Contributions Portal and log in.
- On the Summary tab, the ME PFML Tax ID can be found on the Account tile under the word Account.
- ME PFML Account Number Format: XXX-XXXXXXX (10 Digits)
- Enter your new account numbers in Paychex Flex to ensure your account is updated and email your registration confirmation document to your Paychex Service Professional.
Designating Paychex as Your Third-Party Administrator (TPA)
Important: This section only needs to be completed if Paychex needs to file amended returns or contact the agency on your behalf for ME PFML.
If the ME PFML agency requires you to assign Paychex as your TPA, we will initiate the process. Once we complete our process, Maine Paid Leave Contributions Portal will contact you by email if you have signed up for notifications with the agency.
When you receive the notification, you’ll need to approve the TPA assignment by going to the Maine Paid Leave Contributions Portal homepage:
- Visit the Maine Paid Leave Contributions Portal and Log in.
- Select the Action Center tab.
- Under the Respond to a Third-Party Access Request, select Click here to respond to a third-party access request link.
- Select Yes for the Third-Party Access Request.
- Check the box to Grant Account Access.
- For the Access Level, select File Wage Reports and Make Payments
- Select Save.

- On the Maine Paid Leave Contributions Portal Summary Tab.
- Any correspondence from the Paid Family and Medical Leave division of the Maine Department of Labor.
